Rajiv Gandhi’s tenure as Prime Minister of India (1984-1989) marked a crucial period in the country’s economic history. While he did not directly hold the finance portfolio for the entirety of his premiership, his influence on economic policy was significant. He oversaw a period of cautious liberalization and technological modernization, laying the groundwork for the more radical reforms that would follow in the 1990s.

Initially, Vishwanath Pratap Singh served as his Finance Minister. Singh, known for his integrity and commitment to fiscal discipline, took steps to curb tax evasion and black money. His “raid raj” tactics, targeting prominent businesses suspected of financial irregularities, generated considerable controversy and friction with certain segments of the business community. However, they also sent a strong message about the government’s commitment to fair tax collection. During Singh’s time, some initial steps towards liberalizing import policies were undertaken.

Following V.P. Singh’s departure, Rajiv Gandhi himself assumed the finance portfolio briefly. Later, he appointed others including S.B. Chavan to the position. While not a trained economist, Gandhi understood the need for modernization and a more open economy. He believed in leveraging technology to improve efficiency and productivity, particularly in areas like telecommunications and information technology. This vision translated into policies that promoted the import of technology and encouraged foreign investment, albeit within a controlled framework.

Key economic policies during Rajiv Gandhi’s time included reducing excise duties on certain goods to stimulate demand, simplifying tax procedures, and promoting the growth of the electronics industry. The government also focused on strengthening infrastructure, particularly in rural areas, with programs aimed at improving irrigation and agricultural productivity. While often described as “socialistic,” these initiatives were rooted in the belief that a stronger agricultural base was essential for overall economic development.

Furthermore, Rajiv Gandhi recognized the importance of fiscal responsibility. Efforts were made to control government spending and reduce the fiscal deficit. However, increased expenditure on social programs and defense, coupled with the liberalization measures, sometimes made these goals challenging to achieve. The balance of payments situation also remained a concern throughout his term.

Rajiv Gandhi’s approach to economic reform was incremental and cautious. He faced opposition from vested interests and concerns about the potential social and political consequences of rapid liberalization. He sought to balance the need for modernization with the desire to maintain social justice and protect domestic industries. He was a pragmatic leader who laid the foundation for a more globally integrated Indian economy by understanding the importance of technology in the process of economic growth. However, he did so without compromising on the social objectives that had guided Indian economic policy since independence.
